Disabling INFO log messages on Bird configuration templates, step 1.

Disabling Bird's INFO log messages on our Route Servers. This will be done in two steps. Step 1: Disable INFO messages in the config template with BFD enabled, used only on RSX. Step 2: If Step 1 goes ok, disable INFO messages in the config template with BFD disabled, used in the production Route Servers.
